After the super-hero Civil War broke out in 2006, team Iron Man started the government run INITIATIVE program to train (or re-train) super-beings into Avengers teams for each of the 50 states. This series started in 2007, and had veteran Avengers: Justice, Tigra, War Machine & military operative The Gauntlet under the command of founding member Yellowjacket (Hank Pym) running the show. And towards the end, Yellowjacket turns out to really be a skrull in disguise! + punks like Taskmaster & The Hood are placed on staff, corrupting young minds.  Issues #8 & 10 were signed by writer Christos Gage!
